We hereby confirm that the National Examinations Consultative Forum (NECF) convened on Monday, 13th November 2017 in Gaborone. The NECF is a platform where teacher unions (BOSETU and BTU) engage Botswana Examinations Council (BEC) on conditions of service affecting teachers as and when they are contracted by BEC. The Monday meeting followed a series of meetings cited in our previous updates. The purpose of the meeting was to continue discussions on the 2017 marking rates. BEC had proposed a new payment method for examiners. In their proposal, BEC intend to lump; scripts fees, subsistence, travel and meal allowances, therein referred to as Composite Fee. On the other hand, the union party's position is that scripts fees should be paid separately. They argued that the old system should be maintained. After a lengthy discussion, parties agreed to disagree and the matter has since been referred to the Chief Executive Officers of the three parties, as per Section 11 of the MoU- BEC CEO, BOSETU Secretary General and BTU Secretary General.
