Boko’s letter to the Ombudsman

This document serves to formally report to your office, acts of maladministration and abuse of by the Director of Directorate of Intelligence Services Mr Peter Magosi. It is our greatest take that the Director overstepped his security functions and crossed into the political landscape. His overzealous body guard comedian behavior, seemingly to impress his political appointer has left many Batswana saddened by the state of affairs and downgrading democratic credentials of this Country. The important question is, can an unethical and unprofessional public servant expected to deliver, and in the case of Mr Magosi we say he can’t deliver. We expect the Director of DISS to owe his allegiance to the Constitution of this Country and Batswana. As a civil servant he must adhere to appropriate procedure and high ethical standards in discharge of his official duties. On that note therefore, he is expected to within his competence reject any pressure to divert from his mandate and that of the Organization he is heading, even from his superiors.

It was reported in local newspapers (Guardian 13 March 2019, Mmegi 13th March 2019, The Voice , 13th March 2019) that ;


4.2 The Director of DIS is mediating between President Khama and former President Khama in their political feud in BDP factional battles. 

4.3 After BDP Kang Congress of 4th April 2019, Director of DIS confirmed that he is mediating between President Masisi and Presidential contestant Pelonomi Venson-Moitoi for purpose of bringing unity in BDP.


The Director of DIS has been visible in activities of BDP performing protocol duties for BDP leaders . It is essential to indicate that the Directorate of Intelligence Services is financed through taxpayer ‘s money , therefore it is abuse of office and acts of corruption for the Director of DIS to be facilitating and organizing BDP functions and events .

Out of his Organisation‘s mandate the Director of DIS has been making newspaper headlines boasting that he is collecting Government debts , tax and will be reigning people for prosecuting. In this excited behavior he is usurping the functions Botswana Unified Revue Services (BURS) and Directorate of Public Prosecutions (DPP). 


Mr Magosi has been making political statements and exchanging remarks with politicians as he was saying Mma Moitoi is lying. This is very strange in that the Director is expected to perform his official duties and determine the activities of the Organisation in a politically neutral manner. The ethical standards in public service that the Director should be following are that civil servants should not represent or express their political views in performing their official duties. In actual fact, the Director behaves as a complete politician of a certain faction in BDP. 

We are perturbed by the actions of Director of DIS Mr Magosi as they are unprofessional and unexpected of a Public Servant, and therefore in contravention of Public Service Act and Directorate of Intelligence Services Act .His behavior is in contravention of these acts because he is dabbling in politics. In the midst of this unprofessional acts, the Director‘s salary was increased by the President clearly as an indication of reward for his behavior, which we are complaining about. 


Our conclusion is that the Director of DIS and his Organisation should desist from engaging in any activities and acts that are contrary to the legitimate performance of their official duties. Furthermore they must he and his Organisation as part of machinery for public administration should eliminate situations and conduct that that continue to dent the reputation of DIS.

We see the role of Director of DISS as much more strategic and advisory not operational as he is currently behaving.


We consequently call upon your office to act on these serious instances abuse of office and maladministration which has impaired the integrity of the office of Director, the Intelligence Services itself. 

It is our greatest hope that you will expeditiously act on this matter in the best interest of the Public.
